Chlorine dissolved in water forms an equilibrium between hypochlorous acid (HOCl) & hypochlorite ions (OCl).  See chlorination for more details.

Hypochlorous acid is generally a much stronger disinfectant.  It is therefore important to estimate what proportion of your chlorine takes this form:
